NAS CITB Consensus: Ensuring Member Voices Are Heard

The NAS is committed to representing its members effectively during the CITB 2026 Levy Order process. To ensure that our Members’ views are considered, the NAS has outlined a comprehensive plan to brief eligible Members, gather feedback, and respond to CITB by the required deadline.

The NAS Consensus end to end process will be directed by your NAS Skills Lead Amanda Scott adding “The membership of the NAS is one of 14 organisations with the power to vote for or against the new and incoming CITB levy order. Our team will make every effort to ensure your vote is collated with ease and your say on the guardianship of the levy is represented.”

What’s Happening?

  1. Briefing Members
    NAS will brief Members on CITB’s Strategic Plan and the Levy Proposals for 2026. This will include sharing key information about the process, timelines, and requirements for participation in the Levy consensus.
  2. Polling Members
    NAS will poll Members to understand whether they support the proposed 2026 Levy Order.
  3. Submitting a Response
    The NAS will consolidate feedback from members and provide a formal response to CITB on behalf of the association.

How Will Members Be Engaged?

A dedicated team from the NAS is reaching out to eligible Members via email and telephone to ensure:

  • Eligible Members are fully briefed on the consensus process, timelines, and response requirements.
  • The correct authorised person in each organisation is identified and prepared to submit their voting preference.

This process is already underway and is expected to conclude by the end of 2024, ensuring all eligible Members are engaged and ready to participate.

Key Update:

“Consensus will now start on 17 March 2025 and continue until 9 May. The five-week move allows greater opportunity for CITB to align its upcoming 2025-29 Strategic Plan with the outcomes of the ITB Review.

Although the ITB review does not directly impact on the Levy Proposals or Consensus, we want to ensure where possible alignment with the review’s outcomes within our upcoming 2025-29 Strategic Plan.

We believe it’s important that, as a body that is led and accountable to industry, we give employers a full picture of how we intend to support the industry over the life of the Strategic Plan and accompanying Levy Order.
